What Is the Proposed ATF Rule?
In May 2026, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) proposed a landmark rule titled 'Revising Non-Over-the-Counter Firearms Transaction Requirements.' If adopted, this rule would allow federally licensed dealers (FFLs) like Brown's Tactical Armory to ship firearms directly to eligible customers' homes within Arizona — without requiring an in-person visit to a dealer location.
This would be one of the most significant changes to firearms purchasing in decades. An estimated 3.28 million buyers per year could take advantage of home delivery nationwide if the rule is finalized.
What Would Still Be Required?
Home delivery does NOT mean no oversight. Every substantive federal requirement remains in place under the proposed rule:
- ATF Form 4473 — completed remotely via secure digital process
- NICS Background Check — still required before any firearm ships
- Remote Identity Verification — secure digital ID proofing replaces in-person verification
- Seven-Day Waiting Period — firearm cannot ship until 7 days after law enforcement notification is delivered
- Law Enforcement Notification — local law enforcement is notified of the purchase before delivery
This is not a loophole. It is a modernization of the existing legal framework using the same compliance requirements already used for NFA item transfers.
What Does This Mean for BTA Customers?
Brown's Tactical Armory already operates on a delivery model — we have been coordinating firearm delivery and pickup for our customers since day one. When the ATF's home delivery rule is finalized, BTA will be among the first licensed dealers in Arizona ready to offer direct-to-door delivery with full federal compliance.
Arizona customers who are legally eligible to purchase and possess a firearm may be able to have their firearm delivered directly to their residence — no trip to a dealer required.
CCW permit holders may qualify for expedited processing. Stay tuned for updates.
This rule has been proposed but has NOT yet been finalized or adopted. BTA cannot offer home delivery under this framework until the ATF publishes and enacts a final rule. We are monitoring the situation closely and will update this page the moment the rule becomes official. Sign up below to be notified the moment BTA home delivery goes live.
